Zirvenin ba\u015fkan\u0131 Birle\u015fik Arap Emirliklerinden Sultan Al Jaber yapt\u0131\u011f\u0131 a\u00e7\u0131klamada, ;K\u00fcresel \u0131s\u0131nmay\u0131 sanayi \u00f6ncesi seviyelerin 1.5C (2.7F) \u00fczerinde tutmak i\u00e7in sa\u011flam bir eylem plan\u0131 sunduk. Bu plan emisyonlar\u0131 ele alan dengeli bir plan. Ortak bir zemin \u00fczerine in\u015fa edilmi\u015ftir. Birle\u015fik Arap Emirlikleri&#8217;nin uzla\u015f\u0131s\u0131d\u0131r ifadelerini kulland\u0131. \u0130ki hafta i\u00e7inde sunulan \u00fc\u00e7\u00fcnc\u00fc versiyon olan 21 sayfal\u0131k belgenin hi\u00e7bir yerinde petrol kelimesi ge\u00e7mezken, fosil yak\u0131tlar ifadesi iki kez kullan\u0131l\u0131yor. Ancak iklim adaleti savunucular\u0131 metnin adil bir ge\u00e7i\u015f i\u00e7in gerekenlerin \u00e7ok gerisinde kald\u0131\u011f\u0131n\u0131 s\u00f6yledi. A\u00e7\u0131l\u0131m\u0131 Taraflar Konferans\u0131 olan COP (Conference of Parties), Birle\u015fmi\u015f Milletler \u00fcye devletlerinin, iklim de\u011fi\u015fikli\u011fiyle m\u00fccadeledeki ilerlemeyi de\u011ferlendirmek ve UNFCCC y\u00f6nergeleri dahilinde iklim eylemi i\u00e7in bir plan yapmak \u00fczere bir araya geldi\u011fi y\u0131ll\u0131k bir toplant\u0131lard\u0131r.\n<br><br>\nBirle\u015fmi\u015f Milletler&#8217;in y\u0131ll\u0131k iklim de\u011fi\u015fikli\u011fi konferans\u0131 olan COP&#8217;un 28. toplant\u0131s\u0131 (COP28) 30 Kas\u0131m \u2013 12 Aral\u0131k 2023&#8217;te Birle\u015fik Arap Emirlikleri&#8217;nin Dubai kentinde ger\u00e7ekle\u015ftirildi.\n\u0130lk COP 1995 y\u0131l\u0131nda Berlin&#8217;de yap\u0131ld\u0131. Ge\u00e7en y\u0131l COP27, M\u0131s\u0131r&#8217;\u0131n \u015earm El-\u015eeyh kentinde\nger\u00e7ekle\u015ftirildi.<br><br>\n\n1997&#8217;de onaylanan Kyoto Protokol\u00fc, imzac\u0131lar\u0131n do\u011fal iklime insan m\u00fcdahalesini \u00f6nlemek\ni\u00e7in sera gaz\u0131 emisyonlar\u0131n\u0131 azaltmay\u0131 kabul ettikleri d\u00f6n\u00fcm noktas\u0131 niteli\u011finde bir\nuluslararas\u0131 anla\u015fma. COP3&#8217;\u00fcn bir sonucu olan anla\u015fma, COP toplant\u0131lar\u0131n\u0131n en \u00f6nemli\n\u00e7\u0131kt\u0131lar\u0131ndan birisi. Bu anla\u015fma 2012 y\u0131l\u0131nda 2020&#8217;ye kadar uzat\u0131ld\u0131. Paris \u0130klim Anla\u015fmas\u0131\nolarak da bilinen Paris Anla\u015fmas\u0131 da 2015 y\u0131l\u0131nda COP21&#8217;de m\u00fczakere edilen uluslararas\u0131 bir\nanla\u015fma. Paris&#8217;te kat\u0131l\u0131mc\u0131lar, 1,5\u00b0C&#8217;de kalma \u00e7abalar\u0131n\u0131 s\u00fcrd\u00fcr\u00fcrken k\u00fcresel s\u0131cakl\u0131k art\u0131\u015f\u0131n\u0131 2\nderece ile s\u0131n\u0131rlamay\u0131 kabul ettiler. Anla\u015fmaya g\u00f6re, her \u00fclke karbon emisyonlar\u0131n\u0131n yan\u0131 s\u0131ra\nbunlar\u0131 azaltma ve dengeleme \u00e7abalar\u0131n\u0131 izlemeli, kaydetmeli ve raporlamal\u0131.\nSera gazlar\u0131; CO2, metan ve k\u00fck\u00fcrt dioksit gibi do\u011fal olarak olu\u015fan gazlard\u0131r ve D\u00fcnya&#8217;daki\n\u0131s\u0131y\u0131 t\u0131pk\u0131 bir seran\u0131n so\u011fuk iklimlerde sebze-meyve yeti\u015ftirmek i\u00e7in \u0131s\u0131y\u0131 hapsetti\u011fi gibi\nhapsederler. Ara\u015ft\u0131rmalara g\u00f6re, sera gazlar\u0131 olmasayd\u0131, D\u00fcnya&#8217;daki ortalama s\u0131cakl\u0131k \u015fu anda\n\noldu\u011fu gibi 15 derece yerine -18 derece olacakt\u0131. Sanayi devrimiyle birlikte, insanlar fosil\nyak\u0131tlar\u0131 yo\u011fun olarak kullanmaya ba\u015flad\u0131 ve bu yak\u0131tlar\u0131n kullan\u0131lmas\u0131 atmosfere ciddi\nmiktarda sera gazlar\u0131 sal\u0131yor. \u00d6rne\u011fin; k\u00fcresel \u0131s\u0131nman\u0131n yakla\u015f\u0131k d\u00f6rtte \u00fc\u00e7\u00fcn\u00fcn nedeni olan\nCO2&#8217;nin tamamen emilmesi binlerce y\u0131l alabilir. Atmosferde daha fazla sera gaz\u0131, daha s\u0131cak\nbir gezegen anlam\u0131na geliyor. Sanayi Devrimi&#8217;nden bu yana, ortalama k\u00fcresel y\u00fczey s\u0131cakl\u0131\u011f\u0131\nyakla\u015f\u0131k 1.1 derece artt\u0131. \u00c7o\u011fu bilim insan\u0131, 1.5 derecelik bir art\u0131\u015f\u0131n, iklim de\u011fi\u015fikli\u011finin\netkilerinin en tehlikeli ve geri d\u00f6nd\u00fcr\u00fclemez olaca\u011f\u0131 e\u015fik oldu\u011fu konusunda hemfikir. 1.5\nderecelik bir azaltma, ortalama k\u00fcresel s\u0131cakl\u0131k art\u0131\u015f\u0131n\u0131 bu seviyenin alt\u0131nda tutmak i\u00e7in bir\nhedef. 2021&#8217;deki COP26&#8217;da h\u00fck\u00fcmetler, 2015&#8217;te Paris&#8217;te kararla\u015ft\u0131r\u0131lan 2 derecelik yol hedefi\nyerine 1,5 derecelik bir hedefe odaklanmay\u0131 kabul etti. K\u00fcresel \u0131s\u0131nmay\u0131 1.5 derece ile\ns\u0131n\u0131rlamak i\u00e7in, k\u00fcresel ekonominin her b\u00f6l\u00fcm\u00fcn\u00fcn h\u0131zla karbondan ar\u0131nd\u0131r\u0131lmas\u0131 gerekiyor.<br><br>\nBir\u00e7ok \u015firket, \u00fclke ve kurulu\u015f, \u00f6n\u00fcm\u00fczdeki y\u0131llarda karbondan ar\u0131nd\u0131rma veya net s\u0131f\u0131ra ge\u00e7i\u015f\nyapma s\u00f6z\u00fc verdi. Y\u0131ll\u0131k sera gaz\u0131 emisyonlar\u0131 her y\u0131l azalt\u0131lan miktara e\u015fit oldu\u011funda,\natmosferdeki net s\u0131f\u0131r sera gaz\u0131 kazanc\u0131 elde edilecek. H\u00fck\u00fcmetler aras\u0131 \u0130klim De\u011fi\u015fikli\u011fi\nPaneli taraf\u0131ndan belirlenen net s\u0131f\u0131ra giden yollar, hem karbondan ar\u0131nd\u0131rmay\u0131 hem de\nkarbonsuzla\u015fmay\u0131 (dekarbonizasyon) i\u00e7eriyor. Dekarbonizasyon, atmosferdeki karbon ve\ndi\u011fer sera gazlar\u0131n\u0131n azalt\u0131lmas\u0131d\u0131r. Y\u00fcksek karbon yayan fosil yak\u0131tlar\u0131n kullan\u0131m\u0131n\u0131\nazaltarak elde edilir.
